Information
Japan’s Ministry of Finance announced on August 24 that it would impose a 39.8%-53% anti-dumping import tariff on Chinese-made polyethylene terephthalate. Polyethylene terephthalate is used in the production of PET plastic bottles. If passed at the Cabinet meeting on August 29, the tax rate change will take effect on September 2 and last for 4 months. The Ministry of Finance of Japan stated that in the first half of 2017, 53.2% of the polyethylene terephthalate imported by Japan came from China.

In recent years, the total amount of my country's polyester bottle flakes exported to Japan has been high, and the export volume has maintained rapid development for a long time. In 2006, my country's exports of polyester bottle flakes to Japan surged from more than 3,000 tons to more than 270 million tons, a growth rate of 713%. Since my country’s exports of polyester bottle flakes to Japan have begun to show a rapid growth, especially in the two years 2007-2008, the total growth rate of exports to Japan has remained above 80%. And in 2009, the total amount of PET bottle flakes exported to Japan jumped to the first place.
After the total amount of polyester bottle flakes exported to Japan jumped to the first place, the export volume still maintained a rapid growth. It can be seen from the figure that the growth rate of total exports to Japan has remained at around 20% for a long time. The annual export growth rate is approaching 30%. Since last year, Japan has initiated a dumping investigation on my country's polyester bottle flakes. The development is as follows.
On September 6, 2016, Japan initiated an anti-dumping investigation against polyethylene terephthalate (PET) originating in China. On August 4, 2017, the Ministry of Finance of Japan formally published the results of an anti-dumping investigation on polyester bottle flakes produced in China, confirming the facts of dumping by Chinese polyester bottle flake companies, and announced the dumping margin rate, but temporarily did not announce the anti-dumping duty rate. On August 24, 2017, the Ministry of Finance of Japan announced the imposition of 39.8%-53% anti-dumping import tariffs on Chinese polyethylene terephthalate. The tax rate change will take effect on September 2 and will last for four months.
From the perspective of companies exporting polyester bottle flakes to Japan, China Resources exports to Japan accounted for more than 40% of the total exports, and Shanghai COSCO’s exports to Japan accounted for around 50% of the total. If the anti-dumping tariffs are imposed, the companies that have a large impact are undoubtedly China Resources and COSCO.
Judging from the total amount of PET bottle flakes exported to Japan, it has reached 440,000 tons in 2016. Although tariffs will increase the import costs of Japanese companies, as early as June to July this year, Japanese local import companies have already A large number of goods are stocked, but due to the high import tariffs after September 2, Japanese companies will choose to import goods from other countries due to cost considerations.
However, the financial crisis of the international polyester giant JBF Group has caused the shutdown of the polyester bottle flake installations involved in the group. The most affected areas are Western Europe and the Middle East where the UAE and Belgium are located. The total production capacity of the two places is 760,000 tons. There will be a larger supply gap for PET bottle flakes in large regions. Some importers have turned their attention to China, and domestic PET bottle flake factories have reported that they have received a significant increase in inquiries from Western Europe and other places recently.
In addition, from a two-month point of view, my country’s polyester bottle flake manufacturers are in a state of low inventory or even tight supply, and some companies do not accept temporary orders, and some companies sell far-reaching futures sources. The older ones may need two months. After delivery.
In short, Japan's increase in import tariffs on polyester bottle flakes will inevitably affect my country's export volume of polyester bottle flakes. However, the financial crisis of JBF has given my country a certain export opportunity for polyester bottle flakes. Moreover, my country's implementation of the "One Belt and One Road" policy in recent years is favorable for my country's export of polyester bottle flakes to countries along the "Belt and Road".
