The project is located in the Petrochemical Industrial Park of Xuwei New District. The planned total land area is about 5,000 mu, and the first phase is about 3,000 mu, and reserve land for development is reserved at the rear. Lianyungang Xuwei New District is the pilot zone of the National East, Central and West Regional Cooperation Demonstration Zone approved and established by the State Council. Lianyungang Petrochemical Industrial Park in Xuwei New District is one of the seven major petrochemical industrial bases planned and constructed by the state.
According to the cooperation agreement, the two parties established working groups separately and clearly took charge of the leadership and contact departments. Establish a mechanism for regular meetings between senior leaders of both sides to coordinate and resolve relevant issues that arise during the advancement of cooperative projects. The Xuwei New District Management Committee should meet the needs of the project's material transportation for the dock, and be responsible for the construction of the public engineering island to ensure that it is put into operation simultaneously with the first phase of the satellite petrochemical project. In addition, to create a good investment and development environment and policy conditions for project construction, the pre-examination and approval procedures required for project construction will be handled by the Xuwei New District Management Committee. The liaison departments of the two parties are responsible for the consultation and communication of specific work, timely study new situations and new problems arising in the cooperation, propose solutions and implementation plans, and implement them promptly.
In recent years, under the background of a large number of coal/methanol to olefins, propane dehydrogenation to propylene, and mixed alkane dehydrogenation projects, the growth rate of China's propylene production capacity has significantly exceeded that of ethylene, and China's ethylene demand and supply-demand gap is far greater than that of propylene. In 2016, China's ethylene output was 17.81 million tons, and the equivalent gap reached 20 million tons, an increase of 155% over 2006. Therefore, petrochemical companies have stopped in the ethylene market.
Shi Xianping, deputy dean of the Petroleum and Chemical Industry Planning Institute, stated at the 2017 Asian Refining and Petrochemical Technology Conference that the ethane cracking to ethylene route has two major advantages: one is lower investment, and the other is lower raw material costs, especially The price of ethane is currently at a low point, about 1,000-2,000 yuan/ton lower than naphtha, which has a huge cost advantage.
The research report pointed out that after 2012, the US ethane inventory surged, and the domestic cracker and limited export capacity could not consume the huge increase. In December 2016, the US ethane inventory reached a record high of 54 million barrels. Although onshore pipeline transmission facilities and offshore export terminals have been put into operation one after another, the future demand growth in Canada, Western Europe and India is limited. Under the background of the recovery of the shale oil and gas industry, it is expected that the ethane surplus in North America will continue, and East Asia is expected to become the next second. Arbitrage area for the alkane trade.
In addition, with the breakthrough of the bottleneck of shipping capacity, the domestic ethylene industry will have three routes of oil head, coal head, and ethane cracking coexist in a situation of competition. Analysts believe that with the landing of a large number of integrated devices in the future and the impact of new ethane cracking capacity in North America, the prosperity of oil-head ethylene will continue to be doubtful. According to calculations, the current full cost of imported ethane cracking is below the 4000 yuan/ton line. Compared with naphtha cracking and MTO under different oil and methanol price scenarios, it has absolute cost advantages.
